Whoever maintains the site, the legal responsibility for stormwater discharge and accessible routes stays with the property owner. New Jersey DEP stormwater rules place sediment control on the owner, and the 2010 ADA Standards for Accessible Design govern parking counts, route widths and signage. Both are written into scope rather than treated as extras.
